Press Note 3 of 2026 (23 July 2026) lets e-commerce entities with FDI hold inventory to export goods made in India. FEMA was amended by S.O. 4870(E), in force 3 September 2026.

What changed

Press Note 3 of 2026 permits the inventory model of e-commerce for exports of goods made in India. It took legal effect through S.O. 4870(E) of 2 September 2026, in force from 3 September 2026. Inventory-based selling to Indian consumers remains closed to FDI; domestic sales must use the marketplace model.
