Four Labour Codes take effect, replacing 29 labour laws

The four Labour Codes on wages, industrial relations, social security and occupational safety took effect on 21 November 2025. Draft central rules followed on 30 December 2025.

What changed

Four Labour Codes took effect on 21 November 2025, consolidating 29 laws. Draft central rules were issued on 30 December 2025, and state rules also apply. Every employee needs a written appointment letter; fixed-term staff get benefits equal to permanent staff and gratuity after one year; gig and platform workers come under social security; minimum wages apply to all workers with a central floor; and a single registration, licence and return replace multiple filings.
